This news is a bit late in announcing, but another Nitec Electronics (Computer & Networking) student from ELITC obtained a COM.

 

We wish to congratulate Ms Li Min of STATS ChipPAC Ltd who graduated with a Certificate of Merit upon graduating in December 2006.

ELITC launches WDA's Manufacturing WSQ Certification

What is WSQ?

The Singapore Workforce Skills Qualifications System (or WSQ as it is called) is the initiative of the Singapore Workforce Development Agency (WDA). WSQ's goal is to make skills upgrading and career advancement of adult workers easily attainable so as to provide a platform for all industries to have a common standard of recognition of workers' skills and competency. WDA has initiated the Manufacturing WSQ System to develop an industry-endorsed competency-based training and assessment system aimed at facilitating skills upgrading through more visible career pathways, and promoting lifelong learning. The basic framework of WSQ for all industries is shown below.

At this stage, the 3 basic levels addressed are:

L1 - Employability Skills Workplace Literacy and Numeracy, (ESS WPLN) Level 3. 

       Workers are assumed to have knowledge at this level before attempting L2 and L3.

 

L2 - Generic Manufacturing Skills. These skills, acquired through WSQ qualification, are applicable and recognized throughout the different

       industries.

 

L3 - Cluster-specific Manufacturing Production Skills. These are skills relevant to each of the 3 manufacturing clusters, viz., Precision,

       Process and Integration (which includes electronics).

WSQ's, Statement of Attainment will be issued to those who have completed each of the modules. The full Certificate in Generic Manufacturing Skills will be awarded to those who have attained relevant modules at L2 and L3 to qualify for this certificate. These modules include:

1. Apply Teamwork in the Workplace

2. Apply 5S Techniques in Manufacturing

3. Apply Quality Systems

4. Use Hand Tools

5. Operate Basic Measuring Devices

 

This Certificate is also the equivalent qualification for foreign workers assessment system to obtain the R1 Work Pass and is intended to replace the existing Skills Evaluation Tests (SET), but subject to future announcement by the Ministry of Manpower of the details.

 

ELITC & WSQ

ELITC, as amongst some leading training providers, is working with close collaboration with WDA as well as the Human Resource Development Committee of the electronics industry to develop the curriculum for the electronics industry. We are now in the process of development of training materials relevant to the industry.

 

The five L2 modules that will be rolled out, starting with the first one at the beginning of 2008, are:

 

1. Apply Teamwork in the Workplace;

2. Apply Quality Systems;

3. Apply 5S Techniques in Manufacturing;

4. Apply Workplace Safety and Health Policy; and

5. Apply Continuous Improvement Processes.

 

L3 modules, which will soon be developed, are for skills relevant to the industry cluster, which in this case the electronics industry. The following modules are proposed:

 

1. Use Hand Tools;

2. Operate Basic Measuring devices;

3. Interpret Technical Drawings and Blueprints.

 

However, if there are necessity to modify some of the topics for L3, feedback from the industry or through representation from interested parties will be appreciated. The purpose is to have modules more suitable for the industry.

 

ELITC is an Approved Training Organisation (ATO) of WSQ. These courses will be conducted together with on-going assessment by qualified trainers and assessors under the ATO scheme for the WSQ certification.

 

For Singaporeans and Permanent Residents, funding support under Skills Development Fund (SDF) and absentee payroll under Skills Redevelopment Fund are available. Information for each funding support is available from:

Nitec Electronics - Full Time Course

After obtaining the relevant approvals from the various regulatory authorities from Singapore, ELITC is now launching its FULL TIME training of foreign students. Recruitment of the first batch of students from China is in progress, and once student passes are approved they will arrive for the class beginning in January 2008.

 

They will attend the following classes:

 

- Nitec Electronics (Computer and Networking), Modules 1 to 8; and

- English Language Communication and Practice.

 

Those who take a half-year course will take the June 2008 exam. Successful candidates will obtain the Nitec Electronics (Intermediate) certificate from ITE. Those who continue to complete all 8 modules successfully will get Nitec Electronics (Computer and Networking) certificate.

 

Students attending this course are around 18 years old and they hope to successfully secure a job in Singapore after completion of the course.
